Phone Care

I am very Frustrated and fed up with the Celcom customer service. I went to Celcom Service Centre, they said that the Phone Care is an insurance program but when i call the Phone Care online they said this is a monthly subscription which is a value added program to protect the device. What actually happened ? Please tell us as the customer what is it actually ? Dont simply bluff just to make us subscribe !!!
