Dysfunctional/liers

Bank of America was our original lender but since it was a VA loan we were contacted that the VA was required to redo our loan and try to get a lower interest rate. We originally refused but after some prodding from the VA lender, we went along with it. We ended up with Cenlar. We had hail damage June 3 2014 to our home and so I contacted Cenlar. They informed me the money would be put in a restricted account and disbursed by them. I protested big time because I had a hunch getting anything done with Cenlar would be a nightmare and I was right. They sent a bunch of paperwork that included lien wavers, W-9 info, etc. that would be required to be taken care of by the contractor. We found one that was willing to take on the large amount of paperwork and he said he would be ok with payment being delayed. We told him it could be a long process but he was fine with that. The roof and gutters were replaced August 7th and 8th (thurs. and Friday) and we got all paperwork to Cenlar the first of the next week. Fast forward to today, September 5, 2014 and we have still not seen any funds. I have called and called and I'm always told it is at "corporate" and they require 3-5 days to respond. Whenever I demanded to have "corporate's" phone no. I was told "we don't have a number for them, we email them" I said give me their email, "well its inhouse email." Two weeks ago we were notified that our mortgage was being transferred to PennyMac. I called and said, I need my money for my roofer now. We can't let this move to another lender. I was told a request would be made to "corporate" to release all monies being held before the Sept. 3 transfer. I called on Tuesday, August 26th again and was told all money had been mailed. I waited and nothing showed up. My roofer is furious by now. I called again, Tuesday, Sept. 2 and was informed that they had released a down payment of around $4,000 only. I told them, you have to be kidding? She said no, and do you want to request an inspection? Im like are you serious, you have had my paperwork for over three weeks and I have called repeatedly for my money to be released and now all at once you want an inspection? I finally demanded my money and was transferred to another guy. He said he would look at my account and all back in 40 min. I didn't hear from him until the next day. He said he was able to get a check set up to be over nighted to us and we should have it Friday. At this writing I do not have it yet. I called back and asked about the check that I was told was mailed a week and a half ago on August 26th and hadn't received and was informed that it hadn't been issued until Tuesday, Sept. 2. Keep in mind that for the last three weeks, multiple times a day, I have been being harassed to the point of being threatened by this roofer that I now owe $11,000 and we have discovered is kind of a "rogue" roofer. He wasn't even legal to work according to our city zone people. I have called the police because of concern over this. We have been lied to, put off, lied to some more, put off, lied to and on and on by Cenlar. They are a real piece of work. Who is responsible for legal fees I could end up with or the lien that will be put on my home or the loss of work time and stress that we have endured? Now the rest of my insurance money has been transferred to a new lender and I start over. This is a crime, its obscene what they have done
