Balance of two accounts

My name is Antonina Lucido. I have been a faithful customer of Chase Credit Cards. I have two Chase Credit Cards. I went to a Chase Bank in the middle of 2011 to make a payment on each card. The teller applied the whole payment to one card (herein designated Credit Card #1) without my knowledge which credited one card with two payments and no payment on the other card (Credit Card #2). I have faithfully always made the proper payment on both credit cards each month. However, I have been penalized by a higher interest rate of 24% and have a much higher balance than I should have. I had been paying a 13% interest. In June 2011, I paid $3800 on credit card #1 and $1000 on credit card #2.
When I opened my Chase Credit Card #2 statement and noticed that the balance was excessively high, I called the Credit Card Division and was told that I had missed a payment on Credit Card #2. At this point, I went into Chase Bank and was told that I did not miss a payment. I asked bank officials why my balance was so high, and I was given the excuse that I was $15 over my card limit. When I went home, I called the Credit Card Division again and was told that I was a good customer for over 10 years, but that now I am a bad customer because I was two payments behind.
Observations:
1. I demand that Chase Credit Card Division straighten out the mess they have made of my accounts. Chase Credit Card Division is inconsistent in their accounting of my accounts. The bank teller looked at his computer screen and told me that based upon data on the computer screen from Chase Credit Card Division that I did not have to make a payment because I was up-to-date (because of my two payments). Another inconsistency is when I paid one payment, the bank recognized my actions as two payments, but when I paid $3800 on one card, they counted that payment as only one payment.
2. Chase Credit Card Division should not mistreat me by using 29.99%
3. Chase Credit Card Division cannot justify charging me such a large immediate increase in interest rate.
4. Chase Credit Card Division looks for any excuse to increase my interest rate. Is this a common practice by Chase Credit Card Division? How many more people has Chase Credit Card Division done this to?
In summary:
1. Why did Chase Credit Card Division not call me through their Courtesy Program and let me know that they had created an accounting nightmare for me. By law, they have to notify me of any problems with my accounts, so that I might be able to correct those problems.
2. I have paid my payment on both credit cards faithfully each month.
3. I demand that Chase Credit Card Division return my interest rate to 13% on purchases.
