Singapore Immigration Officer

Our family came back from Phuket on a company trip, my husband's business partner together with his wife, who are both Singapore PR brought his children and parents along on the trip. So when it was their turn to approach the immigration counter, they were stopped by an officer (The officer at the queue), he asked the 2 elderly parents to join the International Passport queue, reason being only 2 passport not required white card cannot bring 4 white card passport to go through. I was not understand by his action, so I was the question: "They are one family, why they cannot go together?" Upon hearing my question, the officer walk towards me like a gangster and telling me of his reason, and said that we should ask for permission from them to do that, and he would need to ask his higher officer and we were actually need to do that ourselves. I was puzzled by his word, when he came back from the office, he still insisted that the 2 elderly to join the longest queue we can ever imagine.
I do understand he has a duty to perform to ensure people are queueing at the correct queue, but his action have actually causing a delay and wasting people's time. By going to and fro, the family would have crossed the immigration checkpoint, and every-body's time not wasted. Why can't he has a little bit kindness towards little children and elderly, and this is making me feel that we are being made difficult by our own country's immigration officer. And the signboard of the immigration saying "Welcome Home", we don't feel welcome and we actually go home with a heavy heart thinking that they can do better. Priority queue should be given to families traveling with young children and elderly, so that it makes Singapore more welcoming rather than having rude and unreasonable immigration officer making Singapore looked bad.
