fraud charges - poor customer service

So, there were a few fraud charges on my macy's amex card in Dec 2015, Jan 2016. I reported them to Macy's in Feb-March 2016. They assured me that these charges will be reversed. They closed my account and gave me a new card. Then Macy's carried over those fraud charges to my new account and have been charging interest payment and late fee since then. I called Macy's customer service in Oct 2016. They said they will fix it. But then again in october statement it wasn't fixed. I called again. They said it takes 30 days for it to take effect. I waited for nov statement and the charges are still there. I called again, and they keep on forwarding the call from one department to other with no resolution..
