Lack of internet service

To whom it may concern

I have been experiencing substandard internet connectivity with Optus for a number of years.
Requests back and forth have seen my system refurbished (at my cost) on 3 occasions without any change to the quality of service provided.
I have had the signal checked to the front of the property and I know that the problem is not mine.
On occasions when I go through the normal channels (contacting Optus) I get faster service for a few weeks then it shaves off over time to the point where it becomes a huge problem.
I feel that the packet loss (which is hard to measure) is at the core of the issue.


Ping tests reveal high packet losses.
Average ping 43ms
Jitter 14ms
Download speed is averaging 2.68
Upload speed is 0.63

(Its the packet loss that stops us from functioning)

So much time and resources have been invested in trying to solve this to no avail.
Who do I need to refer my complaint to get something done.
I have been a loyal customer for more than is reasonable in putting up with this issue.
I want this issue solved and will look at any measure necessary to do so. Optus don't appear to be able or willing to do so.
I know the local exchange is over subscribed (Maddington) and Optus does not appear to have sufficient bandwidth.
Since the Government is not going to provide NBN to this area I need a solution please.
