The letter says, I won. so why do I have to pay, if I won.

Yes, I received this letter as well and I would like to know why are they asking for money if you won all this money. They should be able to take 12.99 out of the so called millions of dollar's they claim I won. I would like to be in, if there is a class action suite against them.
