Lost my cellphone

IMEI # 359086055448332/06

Could you still track a phone that simcard is no longer in the phone & therefore, no longer available? I lost my phone just this morning, Sept 2, 2014 and when I found out that it was gone, I immediately called my number but it went straight to my voicemail. I'm just thinking that either they had turned my cellphone off OR took my simcards, trashed it, & kept my 32G simcard + phone ofcourse.. Galaxy Grand is a DUOS phone. Hoping you might be able to help me. Thanks! GOD bless!
