Bill charging me 15.99 for a collect call

I received a collect phone call couldn't understand who it was so thinking it was family I took the call
after I took the call the caller hung up and i am stuck with a 15.99 phone bill. They said if i don;t pay they
will turn me over to a collection. I am not paying
