holds on debit card transactions

Today I was on my way to pay a bill and decided to stop at 7 eleven to get gas before I made the hour long trip. I made a debit card transaction for approximately $19 in gas. I continued on the way to pay my bill and stopped at the bank to get the money from my debit card account for my bill and was unable because there was insufficient funds. I called my bank and was told that there was $100 hod on my account because i made a gas purchase, and it will take up to 3 business days to be credited back to my account. Now I am unable to pay my bill on time because of a $100 hold on a less than $20 purchase. I don't understand how this is legal, especially when I used my debit card and pin number to ensure I wouldn't have the same problems that occur when a credit transaction is made. This should not be allowed by any gas station.
