Trying to get money from an individual because of winning a hugh prize or money. FRAUD

Award Notification Commission P.O. Box 2905 Kansas City KS 661100 Official Form 13570. They want $12.99 payable to ANC because I just won 1,230,946.00. Larry Hourd is the one whose name is on the form. I have copies if you need them.
This is FRAUD and how many people will send them a check or cash. Please look into this to save innocent people from falling into their trap.
