Replacement of turn signal bulb

I have a 2002 X5, The left front turn signal light is out. I tried to replace the bulb myself, but could not see how to get to it. I took it to
a repair facility (auto garage), and after about 15 minutes, they got on line with BMW, and found out that they would have to remove the front bumper, and that it would take 1.9 hours.to replace a turn signal bulb.

My question is why. Why would BMW make it so difficult and expensive to replace a turn signal bulb.
