Fail to register our bussines for UIF after neary 6 years

The Labour department doesn't want to register our bussines for neary 6 years now after submitting all the paper work two times nothing happend . Now after all this time this year they want to do something about the problem and now they want to register us for UIF , but we must pay all the outstanding money for 5 1/2 years. I dont think that is fair we did everything in order to be legal is not our fault . What can be done about this ?
