International Monetary clearance certificate

I have received an email from capital first bank requesting that I need to pay 95,000 dollars for an international monetary certificate before money can be paid into my account as I have never heard of this certificate I was trying to find out if this is how banks operate or is this a scam I am attaching a copy of the document from them asking for the money
