Non Refundable Booking

We phoned the Old Ship Hotel in Brighton to book a weekend, the call was intercepted by CCI Hotel Booking Company. We made the booking with them in all good faith. Due to Covid and the lockdown rules put in place by the government, we have cancelled the hotel and tried to retrieve a refund to no avail. We made a call to the company when we first went into lockdown to explain the situation and they gave us a ticket number, we explained that we wanted a refund and the person we spoke to said they would get back to us, which they didn't. We have since tried to call them back without much success, a computerised voice just seems to keep sending us around in a loop. I'm not sure if this company is a scam or not but they are definitely not making it easy to get a refund. I suggest not to use this company, if they intercept your calls to a hotel, hang up. How can we get our money back?
