Credit card payment rejected by bank

This has with regard to the above subject
* I have been a member since 1996 and holding a credit card for the past 25 years.  * I became NRI and converted my citibank suvidha account to an NRE/ NRO account in the year 2007 ( 5085373805 / 5960768808) and continued the credit card* As citibank has changed its minimum monthly balance to Rs 2 lakhs from Apr 2020, I had been forced to cancel NRE/ NRO account in Feb 2020.* But still I was using the credit card and payments were made from my other NRO account( axis bank) and my spouse account from Corporation bank till Dec 2020.  * For the Dec 2020 statement, payments were made by NEFt from Union Bank of India on 1st Jan 2021.., which was reversed back by citibank on 5th Jan 2021 without proper reason.  Again payment were made from my Axis bank account by NRO account through NEFT ( each time Rs 12450 were paid) on 6th Jan 2021 which was again reversed* Call made to customer care on Mumbai number and as per their advice, e-pay was made on 11th Jan 2021 from my NRE account from Axis bank which was again reversedAgain call made ( international call) to citibank customer care in Mumbai and they advised that this time try with IMPS., Again payment made on 15th Jan 2021 ., Immediately it was reflected in the card statement as payment received , but again reversed without any reason.  * So, citibank staff was not able to give clear instructions to their clients and provide wrong instructions.* Meanwhile a complaint was registered online and reply came on 12th Jan 2021 from Ms. Shivani Jha ( ref no 1210102471) mentioning that as you are NRI, please pay the entire due amount by cash across the bank counter and close the credit card* It was  a surprise message from citibank officer and I wonder that I was holding this card over the years and suddenly citibank got awakened and asked to close the card* Based on Ms. Shivani Jha's message, i asked my spouse to go to Bangalore branch and pay the cash across the counter on 19th Jan 2021 ( even in difficult situation on Covid-19) , she paid with other charges and it got reflected in the statement as no due and 81Rs was showing as credit) I was happy and was about to call citibank customer care to cancel the credit card., But i got an email on 21st Jan 2021 that the cash paid across the counter also got reversed.* I called citibank mumbai customer care and after great attempt over international call, i got hold of one Ms. Sumedha and she had informed that the case will be investigated and she will give reply on 23rd Jan 2021 and as usual no body made an attempt to call the client ( this shows courtesy) the reference number which she gave was 46214 and she made an assurance that no penalty will be levied * Today to my surprise, I received card statement mentioning that around 1900 Rs as penalty and total due of Rs48563.49
I request the citibank head to provide me with a responsible and sensible reply as to how to get rid of this situation and solve the issue.  I need to mention that citibank has created mental agony on me and forced my spouse to go to bank counter and pay the cash across the counter which again reversed
The next step will be to make a complaint with RBI for the solution and if no reply, I am forced to go for filing a case in the consumer court.  I hope citibank will provide an amicable solution for collecting the payment and cancel the credit card
