There are several ways to recognize a fake lottery email:

Unless someone has bought a ticket, they cannot have won a prize. There are no such things as "email" draws or any other lottery where "no tickets were sold". This is simply another invention by the scammer to make the victim believe that they have won.
The scammer will ask the victim to pay a fee before they can receive their prize. It is illegal for a real lottery to charge any sort of fee. It does not matter what they say this fee is for (courier charges, bank charges, various imaginary certificates — these are all made up by the scammer to get money out of their victim). All real lotteries subtract any fee and tax from the prize

The mail id cyber.crimebureau@ymail.com belong to dangerous cyber criminals. The message received by you is a FRAUD. There is no such prize or grant or fund. Cyber criminals trap people by making them believe that they have got money and will ask for several charges and fees to be transferred to their account. By the time a victim realizes the mistake, he would have lost lakhs.
The mail is sent by Nigerian Criminals who use English names and will also ask to contact fake RBI officer, diplomat etc who in fact will be their paid agent in India. Its dangerous to send personal details, bank details, passport details, PAN etc to these criminals. They could misuse details by using the same to forge fake identity for themselves and using cheated user’s identity they will do criminal activities including taking SIM Cards, opening bank accounts, for stolen money, forging visa papers etc.

yesterday i have received this mail and search in google as if it is fraud or not after searching i got this site where nos of people have filed complain; thanks all of you as you saved me...
to day i have received call form mobile no: 09953135741, but as i was aware i ignored, i call me and said that it is not fraud and given time till tomorrow morning i.e. 21/04 to pay the clearence charges.
