Blowing horn abnoxiously

trains blowing horn too long at least 3 times from night till morning while people are asleep I live a block away in the train is loud. the people that live next to the railroad tracks, I can only imagine,are drove crazy by them.there is one particular house which nobody lives in long probably due to the trains new people just moved in and they have dogs .they are probably losing their hearing!!
