One can try any time of day phoning either the Switchboard or the direct extension Numbers and you will just not get any telephonic answer/reply.
Service from the Government department just does not exist.

What I have found extremely interesting is that if you visit the Ground floor security entrance and Customer Counter the reception dials the exact same extension Number and the telephone call is answered immediately.
