This is the heart of the matter at hand...On April 22/23 I sold via Ebay an electric scooter...The buyer picked it up on the 23 of April. Ebay and PayPal decided to hold the money the Buyer paid to Ebay/PayPal for the purchase of my scooter. I have been a Ebay and PayPal user for over 10 years. Ebay store still sends me a monthly statement showing that I have $3.13 in my Seller Account. You; Ebay/PayPal have been with holding the money due to me for the sale of the scooter. You say "that because there was no invoice sent to the buyer you will not release the money owed to me until 21 days past sale date". Now I have called both Ebay and PayPal numerous times trying to get the release of the money owed to me. The buyer picked up the scooter at my house. This has been communicated to Ebay/PayPal by me and the Buyer at least a dozen times via Email and phone calls

The buyer has communicated with Ebay and PayPal telling them that he has received the Scooter. Ebay and PayPal told him that the money would be released to me on May 6th. It is May 10th. and still no money. Ebay/PayPal say I have to wait until May 13th. for my money

Today (May 10, 2016) My bank account has been debited by PayPal/Ebay for their fees ($78.87) regarding the sale of my scooter. Yet I have not received the money due to me. How can Ebay/PayPal take money from my account for their fees for the transaction without my permission and still not release the money owed to me.

Please note that I am filing a complaint with the FTC regarding this whole incident.
