Refund and no delivery for items purchased

Purchased items jan 13th and accidentally clicked same order twice. I called customer service and was told that one order would be refunded after 5 days back to my debit card, and the other order would be delivered to my residence. 2 Weeks later, no refund, no items delivered, no email, not a word, been scammed!!!? Where are my things and my refund!!!!
