Saying they're lieutenant baldwin with police department

The same guy with 7402045832 says he is lieutenant baldwin of our local police department saying I'm on $1500 bond then said he got it lowered to $1000 and if I didn't pay I would be detained and arrested so not looking into it I'm out $350 I need to know if this number and guy is legit
