Non refund of failed transaction

I did a transaction of Rs 400 using Tez app on Feb 16, 2018, with following transaction id.

.Google Transaction ID: CICAgMCSy7mFVQ
UPI Transaction ID: 804715544179

But the amount was not deposited to the receipent account and neither it has been refunded back yet. Kindly do the needful.
