Misconduct

I would like to report the actions of Shift supervisor Donald Jackson employee of children's Care Services at The Row Hotel located at 700 8th avenue.

Mr. Jackson for some time can be seen fraternizing with female clients in the RA's 427 office and by the clients unit, this also includes the female RA's as well. At first it seemed like nothing until Mr Jackson was witnessed venturing to the various floors and rooms while for extended amounts of time while on and off duty. It is unknown as to what he was doing or how many times he's done this since his employment at the row, in addition the RA staff engage in this activity too as some clients can be seen venturing into rooms where he and others reside.

This mostly occurs during the latter half of the afternoon shift Mr.Jackson will disappear into a client's unit, units marked for cleaning or future for vacancy. This happens during the NSR when upper management leaves for the night and there is no supervision".

During this time there is one residential aide left in the office with one or two RA's popping up occasionally, however a majority of the time the single RA has to deal with signing in & opening a client's unit, passing out meals or dealing with clients complaints of nobody came to their unit to sign the NSR, which leads to this question? If two RA's and a shift supervisor each take an single floor, why does a client show up to the RA's office if the NSR roster is being conducted on their floor? where are they?

On numerous occasions these RA's and Mr Jackson are witnessed leaving case worker offices or magically appearing out of thin air together or separately just in time for the near completion of the NSR and close to the end of their shifts but stating the clients didn't respond causing disputes in the office between client and staff about issues they're causing with a client's case.

Mr Jackson is the ringleader of a lot of the negative activity at the Row hotel, he is at times heard making threats towards clients in the hallways and in the office and tends to encourage Harassment actions towards Clients, RA's Staff and to Security as he's been reported on.

Good Morning Ms. Brown:

My name is Stanley L. Graham, a client at Pamoja House 357 Marcus Garvey Blvd, Brooklyn NY, Tel# (718) 574-2525. I used to work for New York City, Board of Health, Complaint Unit,
so I know what housing violation are.
Your Housing Specialist Ms. Evans has sent me on two housing appointments both appointments cannot pass an inspection. One housing appointment in the Bronx
last summer on 164th Street an Hoe Ave, that wouldn’t pass inspection, also 65 Buffalo Ave, Brooklyn, NY 11233, that has a non-cooking facility no kitchen so it
wouldn’t pass an inspection anyway. Because of her misleading ways having me think I was going to move in 65 Buffalo Ave, I gave my place of employment that
address to send my mail as evidence. I had an appointment on 12/24/2018 to go to HRA for my vouchers and they gave me a confirmation letter specifying for Ms. Evans to send me
back with specific information about

Client seen for requested ST

-package needed to process OSD- for rent expenses
-ounce package is complete, please send client back to center.

HRA Center told me to ask about other programs like SEP’s Program, because I make $400.00 to much, remind you I make the minimum per hour.
I have not heard anything from Ms. Evans concerning the SEP’s Program, or a return package yet. It been over two weeks an Ms. Evans
have not done anything. As for Ms. Evans being a Housing Specialist, she should know what housing violations are, an so should her supervisors.
It seems that the Housing Specialist Ms. Evans, is specializing in bull shitting me.

henry street settlement

Im sitting here right now wanting to take a shower but apprehensive because altho this is a all women's shelter, this facility like sending men on our floor in the mist of the little time we have to get dressed. Yesterday while i showered the maintenance staff was apparently standing in the shower area as he held an electric drill. I exited the shower half nude and he walked quickly to exit as i yelled. Can u believe there was female supposed security staff at exit who never alerted that he was on floor and had a smirk and disregard for my concerns urging me to hurry up and get dressed. The problem ..this guy has frequented this floor several times before around the same times. I made staff aware nothing was done. Is it me but most people in these populations are experiencing issues unimaginable not to mention various forms of abuse. I previously requested.several transfers and they did not accomodate. They constantly want me to see someone named CJack but she at times is a part of the problem. This place is big on calling law enforcement on clients. some who are drugged___which can be good at the appropriate times but sometimes if u confide in someone about something unscrupulous, why compound the stress by sending in the whole squad..seriously !that is how they roll here. But was anyone called yesterday ?

No help during placement and Dhs with absurd requirements

As a resident of prior homeless shelter I was recently arrested and let go a few hours later. I was told i would be basically kicked out. The issue is i had reported time and time again to my case manager Irene Ganish and Mr Darby that there was discord between myself and three of their tenants which fell on death ears. I asked to be transferred to no avail and yet when things got out of hand i was said i had 48 hours to get my belongings.

Instead of going directly to path after the stress of being in jail not only did i have to make sure i went back and got clothes from the shelter but had to leave out to meet up with my daughter. Even though i didn't spend the night at anyone's home but had my boyfriend pay for a hotel path wants proof. Who keeps hotel or motel receipts especially when you didn't pay and that's the least of what's on your mind?. Now they are asking where i was on the 12th when they know i was arrested and besides i wasn't logged out until the 13th after the shelter let me go up to my now old room pack my bags and even asked would i be back.
Dhs makes up things as they go along as if anyone truly wants to be in a shelter because it's great. If i am saying "Hey i need help," atleast try without ridiculous request. The only thing they can do is call the hotel or check it out.

Retailiation, harrassment and discrimination against homeless family

As stated in the New York Codes, Rules and Regulations Administration, a family can freely talk to anyone private, in writing or verbal about conditions at the starbright Family Shelter. When the resident exercising his rights in doing so, the Director of Social Services send a memo to the complaining family member in calling on what is called a case conference. When the family goes to such, not allowed a witness, the shelter staff make up lies on the family, by saying that rooms are not clean, stating that items are taken away, which have the right to be there. These shelter staff go into the rooms of the homeless, digging in bags, boxes and such taking whatsoever they desire.

Retailiation, Discrimination and Harrassment towards the homeless in a family shelter

NEW YORK HOMELESS SERVICES STAFF RETAILIATE, DISCRIMINATE AGAINST A MENTALLY ILL ADULT AND WELL AS HARRASS HOMELESS FAMILIES. The laws on homelessness gives the homeless in NYC shelters the right to contact any entity and tell of happenings in the shelter that are illegal. The laws state that a family can do this without fear of reprisal. But this is not the case. I spoke to the Coalition for the Homeless after the staff at the Starbright Family Shelter went into the families rooms only when they are away and take as they desire by rumbling through the bags and boxes of the homeless, even taking an iron.The shelter does not have its so called security guards to check items upon entrance to the facility. I also reported how the shelter refuses to send in applications for supportive housing when the families are illegible. They deny the families rights to this. They also discriminate by telling an adult with mental illness that he has no rights to walk the halls alone. An adult which is very cooperative, kind and mannerable. Other people who are dangerous and who have serious mental illnesses of another kind are allowed to walk halls alone. When I reported these conditions, I soon recieve a letter to attend a conference which when I did, the staff retailiated against me by lying, making things up in retailiation. This is a serious problem because one has to attend these conferences without any withnesses of their own. I am working on having something done about these actions in the Starbright Family Shelter in Brooklyn, NY.
