Don't own car cited

I received a 3rd notice on a ZipCash Toll Bill for a car I do not own. When I called to complain, the CS at NTTA stated that the Texas Motoir Vehicle Department has a temporary plate for an Infinity Q50 and that I need to call them. WTF, Over?
