BILLING fraudulent practice and REFUND refusal

8/17/15 Spoke to Linda at Paraco Gas, for the pick-up of (2) propane tanks to be replaced by (1) 48 gallon tank w/gauge, at her suggestion and for our convenience in the future. We would, at that time, receive a fill-up of the new tank and a credit/refund check for any residual gas left in the "old tank(s)" at the going market rate, within 5 business days. The cost--a mere--$5.99/gallon.
8/18/15 Found the price quoted completely out of line with other companies' charges (price-gouging!) immediately called Paraco Gas to cancel the previous afternoon's orders. Spoke to Linda requiring a pick-up of the original (2) tanks ONLY. No replacement...No delivery of any kind...No more business with Paraco Gas, of any type. When she was asked about the schedule for pick-up and refund check for residual gas, she indicated that she did not know as this was no longer a priority for her company. Not deterred by her rudeness, I continued the query "...how many days after you pick-up will I receive my refund check?....". Her answer was, "...anywhere between two (2) and four (4) weeks..."
9/05/15 Paraco Gas delivery representative calls us in Tucson, AZ. He is there to deliver (1) new tank and to pick-up the existing tank. He was told, in that conversation, that the delivery of new tank and gas fill had been CANCELLED with Linda on 8/18/15. His only job to do on my premises was to PICK-UP (2) EXISTING PROPANE TANKS. The tanks had already been disconnected by new company and all the rep had to do was load them onto his truck. Asked about the refund check, the rep indicated clearly that there was 68lbs. left in one tank and that a refund check would be forthcoming from office personnel.
9/08/15 An invoice arrives at my home requiring payment for charges and fees for services and supplies that were never rendered. I have NEVER had a contract and/or service agreement with Paraco Gas. As we only use gas for cooking and nothing else, all of our dealings with Paraco Gas have been COD.
9/15/15; 9/18/15; 9/22/15--to present day
So far this year, we have called no less than five(5) times since we CANCELLED all services from Parago Gas. We have been told, by five(5) out of six(6) customer reps, that they are working on a refund for us and that they will call us back with a refund amount. Not once have these reps been true to their "word". The last representative, "Chris-No.6" went "Pissy" on us and informed us that "...NOT ONLY ARE WE NOT GOING TO GET A REFUND! HE IS NOW GOING TO ARRANGE FOR US TO PAY HIM MISCELLANEOUS... ENVIRONMENTAL... FEES... THAT MAY WELL BE OVER $125!!!"
Paraco Gas has more than demonstrated fully how they are unethical, "crooked" and exponentially obxnoxious. They follow no rules and have no reason to care for people; therefore, be on guard and have nothing to do with them...they are to be avoided at any cost.
