Hard credit inquiry

Deleted a credit card that had got stolen and put another on there. Just so happen to check my credit score and it went down five point because of a hard inquiry about some credit that I didn’t apply for or have any knowledge about from a company called CCB/PPC. This is unbelievable I never gave permission nor did I need any credit line through them.!!
