Hard marks on my credit card

I have multiple hard marks on my credit report from EBay and PayPal...also I kept receiving offers of credit , or pay your bill later
When I contacted eBay they told me it wasn't them it was a third party and had me email all the offers to them. Now I have 0ver 10 credit inquires on my credit account and I have to prove it wasn't me? Why didn't eBay and PayPal contact the 3 credit agency's telling them they have been compromised? This has lowered my score considable, Rita Shaw
