Not delivered yet, false promise

My brother bought a new Myvi at Sijori Auto Sdn. Bhd.(Perodua), Pontian, Johor, Malaysia last December. The sales consultant promised the car to be delivered by January 2018 but until now, the car is no where in sight. We called, texted and called so many times only to have the date of delivery being delayed. And finally, the sales consultant just said - we will call you when the car is here. Why are they doing this? Why do they keep on giving false promises?
Please help.
