Pending of transfer of funds

Entrusted with a fund for charity on line bank transfer.
Depositors name were transferred to my account on line.
When transaction going on, they have stopped it or in a pending mode.
RBI requesting a transfer fee of $249.00 to me before the transaction can resume.
I never have that amount of money to pay or send to them
