unable to activate card

its going on 3 weeks i have done everything asked and required, faxed driver's license, picture of self, social security card, and 2019 income verification, they're telling me they still can't activate my replacement card, now they want me to go on site that I explained I keep trying not working, they even had me call ojfs and they explained they don't have anything to do with my card being activated and my funds are going on card as scheduled so why is relia card holding my funds?
