Sent card to wrong address

I completed a unemployment claim March 15 2020 and they stated my card was sent out on April 5th they took it upon themselves to send my card to a address that I haven't lived at in over 4 years. I've been trying to contact relocated for a week I've been on hold for hours and then the line hangs up I have no funds I have no card and I haven't been able to request a new one please someone help me I have 3 small children to feed and no answers
