Taking unauthorised payments

My mother has dementia and all her pension goes to the nursing home she is now in, but I still receive a $75 bill for a cosmetic that she will never use, and the form that she filled in said that she would receive a sample for the price of the postage and no other expense. How do I cancel it?
Any suggestions?
