Foreign remittance

Dear sir
I have got a mail from RBI at last 04 July 2017 and they told me I have a payment on RBI sum of 300,000 pounds.and tell me to submit 11200 to clearance the account.is that true? I want to meet the RBI and give the money to clearance the account
My payment file no. Is RBI-DEL/id1033/12
