Atm card

Respected Sir/ Ma'am
I have applied for the change of atm card in the name of Simran Amit Kumar with a/c no. 20150198339 on 10th of October 2017 but still I didn't receive my atm card .Today i got a message that my atm card is blocked I couldn't understand what's happening. Please explain in details.
