refund deposit

Dear Sir/Mdm,

I am Tan Mei Xuan, G2048395X (previous S pass), now change to PR Ic is S9081388I. My phone no contract with singtel is 94526468. I would like to request singtel refund me the Sgd800 deposit. Because I had asking about refund deposit with your customer service last time when I sign up with singtel contract. They say when I get Pr Ic then I can get back the deposit in full amount. When I do changed my particular IC no. on 28 Apr 2017. The customer service in charge also ask me to call 1688 then said wanna get back the deposit refund will do. But now singtel say to me, the deposit only can offset from my bill. This is I am cannot accept.
I do not want use my deposit sgd800 to offset from my bill. Because when I paid the deposit to singtel is full amount sgd800. So, when I am fullfill singtel request PR holding, then singtel also need refund me the deposit in full amount. Because all this things when I sign up with singtel or do changing my particular the time, singtel's customer service incharge also no tell me singtel only can do offset the deposit from my bill. If sintel told me that is system, but when I do changing my particular IC no. on 28 Apr 2017, then singtel system sure will proof out said I already change my particular IC No. singtel incharged bill there know about this and need to call me say about my deposit sgd800. But no too, singtel there only waiting I call 1688 request then just help me to check and ask me want to refund from singtel or offset from singtel too? Then I had said to the person incharged, I want to take back my deposit in full amount. This is so system go through? On the other hand, my customer ID no also different already. Previous customer ID is use G2048395X, now already use S9081388I. So, this is cannot say because my account still active then cannot refund back to me the full amount deposit, only can do offset! I want to take back my deposit in full amount sgd800. Please singtel revert to me and thank you very much.
