17 cigarettes instead of 20?

I bought sterling dual cigarettes from my local store and there was only 17 in the packet I paid for 20 im very angry about this it ridiculous. I will letting everyone I know that smokes them not to waste there time buying them as this might happen to them aswell! maybe not the first time its happened to me just happend tp notice it today!
