numbers of cigarettes in a pack of 20

I am disgusted that I've bought a 19 pack numerous times and only recieved 17-18, total waste of my money and would like something done as this is obviously a common problem people are finding!!! Disgrace. I shall not be purchasing sterling dual anymore and will purchase a different brand of cigarettes as I'm sure many other people have done.
