Late fees on toll charges

I purchased a new vehicle in February, obtained a new toll tag, contacted the agency to update my credit card info for the new tag/car. I thought I had completed my duty. I received bills for toll tags from the I-30 agency because I was not made aware of the fact that I needed to update my account information at both facilities - I-30 and 183a and I was being billed as a mail payment user. At this time in April I paid all of the outstanding debt with I-30 toll. Low and behold on October 7 I received two bills from NCO financial stating I owe over $1,800 on toll bills in the amount of $81.00!!!!! This is the most absurd form of theft! This industry needs to be regulated and required to provide notice via certified mail return receipt requested prior to being allow to turn over an account of that amount. I am going to do what I can to make sure this is addressed.
