Is this a joke?

Applied at PE uif office end Aug (2 days after I was retrenched)
Man stops me before queueing...he has to first 'check' that I have all documents before I queue. He checks and lets me through.
Waited 4 hours in the queue.
Only 3 consultants but many vacant cubicles.
Get to the front...consultant doesnt look at me...she just puts her hand out and says 'give' and continues
to chew her lunch.
When youve been sitting in a queue that long, observing them, you pick up on the purposely slow body language they display.
I greeted her in a friendly manner and asked if she needed another form I was uncertain about.
She pulled her glasses to her nose, dropped her chin to look at me and said loudly "I WILL TELL YOU WHEN I WANT SOMETHING"
Then she told me I'm missing a form (which now proves that the man at the door 'checking' is really just there for show)
I left, got the form and went straight back.
She confirmed she had everything. She gave me a signing sheet and told me to return on a certain date to come sign afterwhich the funds will be paid.
Well judging from my experience with the 'consultant' I just knew to rather call long before that date and follow up.
Day 1 ...no answer ALL DAY
Day 2 .....decide to try Uitenhage...a woman answers
and as true as Bob, claim rejected due to: CUSTOMER DID NOT SUPPLY BANK DETAILS FORM AND COPY OF ID. My God....surely the 'consultant' would not have let me go had i not given that.....it definately was submitted.
The lady in Uitenhage says its normal for PE....all the PE customers come to Uitenhage rather because P.E doesnt do their work properly. She explains that I obviously handed it in but the 'consultant' forgot to scan in those 2 documents.
She says the unhappy PE customers must complain....I did...I emailed Adele Bezuidenhout (director of operations)
She advises I go to Uitenhage with copy of ID certified and collect new bank form that must be completed by the bank. I did just that and returned with the 2 documents.
She told me to go to someone called Andre.
He took in documents and re applied for approval.
He said to return on a certain date to come sign.
I returned on that date.
He confirmed it was approved and asked me to sign the instruction to release funds.
He then siad the funds would be available 7 to 10 working days...but it wasn't.
The 'supervisor' I had to call the whole morning to get through to said the system doesnt show that the instruction to pay was done.
At that point I cannot tell you how I felt.
It's pathetic service like this that makes me wish I was not born a South African.
