fieling unemployment

Don't understand why we have only one phone number and one on line filing access.
Million people are filing in desperation. I started 10 days ago, system froze and now
11 days later can complete, can't reach the response on the listed number: 1-866 500 0017
and the time is clicking, have only 17 days to file. Can someone help? Please
