cobra for dental insurance

In aug 2017 we paid 18 mos in advance for COBRA Aetna dental insurance. Our first use in Feb 2018 was for cleaning/xrays and it was was rejected by Aetna, who had no record.
Upon calling wageworks we found they never sent our money to Aetna.
This is fraudulent activity. Still unresolved.
