sent closed account to payment

I used the Walmart Moneycard to pay Merrick Bank payment. Walmart sent account closed notice to Merrick. Account is and has always been in good standing with more than enough money to pay bill and Walmart agreed. They said an error occurred in their software. Merrick insists on a fax from them to reinstate my card. Walmart refuses to send fax. Card is closed with my credit subject to costing me thousands of dollars on interest.
