To who should I complain to. Who is answering a complaint from the Western Union

I've complained so many times. I sent the documents. But they don't give a clear answer. I received an email from Western Union.

paid $ 50 then I received a MTCN . I went to outside our country. Airfare fee. Hotel . And miscellaneous .Then the Western Union of Turkey tells me this MTCN number is not payable.Tthe empty come back home. Do you know, I borrowed $ 1,000 . I don't know how to give this loan

Western union and Moneygram I keep getting emails saying to claim my funds through these company but if it's your money why do you have to pay to receive it so i been forward emails to there website but they never respond if it's a scam or real i don't see why not it's there company they should no unless they are lying to I made a report on what's going on I gave them proof I got scam through there company and again no response or sorry
