Unstable DSL service

My DSL service constantly drops. DSL techs have came out several times and have had the DSL modem replaced twice. This is a constant issue and it has prevented me from getting a work from home job because of the VLAN that it setup internally in the DSL modem. This issue is annoying and others in my area are complaining also.
