My games not opening

When playing the PCH games, lotto, scratch off, etc. There are usually 2 or 3 that when I click on them to play they start spinning and spinning and finally I get tired of waiting (I've waited as long as 5 minutes) so I close them out and start over and it never goes back to that game/scratch off. It goes to the next one so I've lost tokens, why does this happen?
